Dominic is the Managing Director at Bioscan, joining the company in December 1998 as senior ecologist and becoming a director in 2000. After graduating in 1993 he worked briefly for the United States Fish and Wildlife Service and has since been a UK-based ecological consultant working principally for private sector clients. He is a Chartered Ecologist, Chartered Environmentalist and a full member of the Chartered Institute of Ecology and Environmental Management (CIEEM).
Dominic’s project experience is comprehensive, ranging from single-species issues on small sites, through to EIA co-ordination on large infrastructure projects, and from project inception and scheme design through to implementation, site monitoring, research studies and expert witness work. Technical specialisms include botany, ornithology, protected species, environmental planning, legal compliance, EIA and HRA. He holds or regularly holds survey and derogation/mitigation licences for bats, great crested newts and badgers covering both England and Wales.
As an expert witness, Dominic has a formidable reputation amongst legal and planning professionals, and he has worked with a number of top-rated counsel. He has presented evidence on a diverse range of ecology topics to numerous Section 77 and 78 public inquiries, Transport and Works inquires, Compulsory Purchase Order inquiries and also to various examinations in public related to Local and Minerals Plans, and to nationally significant infrastructure projects (NSIPs). He has also regularly been a witness in judicial review cases, including in the High Court, First Tier Tribunal and Court of Appeal. Most representation has been for private sector clients but he has also appeared on behalf of local authorities, private claimants and even acted in an independent capacity.
